Stock management and surplus sharing across project sites

The construction industry in Norway permits the distribution of excavation surplus among projects, yet formal processes or tools to effectively manage such resource flows were lacking. That made Hæhre Entreprenør build their own custom solution to reduce cost and waste of surplus materials.

Challenge

Hæhre Entreprenør is one of Norway’s largest infrastructure contractors, specializing in roads, tunnels, bridges, concrete structures, and land development. While executing projects across Norway, the company saw a persistent operational inefficiency: construction sites often accumulated surplus materials that eventually went unused, leading to extra cost, waste, and needless procurement.

Beyond the cost, this carried environmental repercussions. The construction sector in Norway already permits the distribution of excavation surplus among projects, yet formal processes or tools to effectively manage such resource flows were lacking. Hæhre needed a streamlined, digital solution to enable employees in the field to reallocate surplus material to where it was needed, thereby promoting sustainability, reducing waste, and improving cost and procurement control.

Solution

They needed a solution that could be utilized by both field employees to locate and register surplus material and log transfers, and administrators in the main office to manage records, monitor stock movements and oversee sharing logistics.

The application was developed over 6 weeks by one developer, and includes features such as:

  • Inventory browsing: Search of available surplus by type, category, and map location
  • Geospatial tracking: Find materials visually through an integrated map, critical for field visibility.
  • Material registration: Capture new surplus in real time at the source site
  • Stock movement logging: Track outgoing and incoming material flows between sites and storage points

Results

Norway’s flexible regulations around excavation materials allow reuse across projects; however, there is a lack of practical tools to manage these operations.  Hæhre’s solution fills a gap by giving structured, digital form to waste reduction practices, setting up a replicable blueprint for other contractors.

Post-implementation, Hæhre Entreprenør observed meaningful outcomes:

  • Improved control: Enhanced visibility into material surplus meant fewer leftovers and better decision-making.
  • Operational efficiency: Reused materials reduced procurement needs and minimized transport and waste.
  • Sustainability gains: Proactive reuse aligned with Norway’s construction practices and environmental expectations, reducing landfill flow and carbon footprint.
